Thought about putting the shelf on its back but in order to do that you would have to move it away from the wall which is probably a bad idea. I say make a couple of holes on the roof of the shelf and fill it with expanding foam.

Use a glass cutter to gain access to the center bowl, stabilize/reposition China. In the end China saved and 1 glass cabinet to replace

Is this a kitchen cupboard( not sure why it is inset further than the other. If it is a standup, tip it back and open. Otherwise, Use a glass cutter to remove the pane above the shelf and carefully lift the bowls back into place. Hopefully the cost of the replacement pane + labour is less than the cost of the bowls. Alternately, is there enough room to slip a hooked wire coat hanger where the opening is and use the hook to brace the bowls while someone else quickly opens the door to cradle them.

Break or cut the glass out of the panel above and rescue the plate then replace the glass it will be cheaper .

Make a hole above the plates (front or back), put the plates back, replace fragment with a hole.
