I would smash the glass next to the plates and carefully move the plates till i could open them. Glass is cheap at home depot.

Cut a hole in the glass pane below. Put a pillow inside. Cut a hole in the glass pane above to reach in and take plates out one by one, which someone else holds them steady. Maybe.

Put some towels down on the counter lots of them then stand really close to the cabinet and open it slowly with your right hand while reaching your left hand in slowly as you go you should be able to catch most and what you can't catch shield with your body ant let then land on the towels, maybes put some towels or blankets on the floor too. You should come out ok.

Put a large tub filled with water underneath the cupboard. Open the door fast, and they should fall in and be fine.
