i have a rescue pitbull named chief and I have this super creepy neighbor who is always trying to steal him for her brat son she is the kind of person who would steal a police k9 if her son said mommy I want that doggy

2. Isn’t this technically illegal? If it is, one option would be to report them to the cops
3. Another option is to sit down and have a conversation with them, though this might not work since they dont seem all that reasonable.
