I am wondering if it is illegal to not pay employees overtime when they work more than their required 40 hours? Also, shouldn't hourly wages increase when minimum wage and the cost of living goes up?

In the US it is illegal to not pay employees for all hours worked, including overtime. In some states you have to hit 40 hours for the week before overtime kicks in, but in others anything you work over 8 hours in a single day is overtime.
Employers have to match federal minimum wage when/if it increases, but they are not legally required to give you a cost of living increase to account for inflation.
