I'd try to be inconspicuous at first and wait it out; I assume a lot of idiots will kill each other in a panic during the initial phase. I think a little crow/demolition bar would be the best tool/weapon to carry around. If I'm still alive I'd try to find a reliable source of water first and then plan other survival tactics around that 1 essential thing. Also, utilize vehicles for travel early on because they won't be much good without some repair work after sitting for a couple years, oh and fuel doesn't keep forever either.
