From the source: "it's a condition which can also occur in humans called holoprosencephaly. It basically means that the brain doesn’t properly split into two hemispheres, also affecting surrounding tissues. It is not compatible with life, and the puppy will have died minutes after birth, unlikely to have suffered"

Keeps the blood supply going while they wait for the arm to heal enough to be able to have the hand reattached. They were doing this with flesh grafts, aka pedicles, as long ago as the second world war, when it was developed to help burn victims.
