She's still more than old enough to consent if she's interested or tell him to go away if she's not. Plus she had her friends with her as backup so if she was actually uncomfortable she was in no danger if she told him to back off. According to the tweet, they were having a fun conversation too. There was nothing predatory about the interaction & the woman did not feel threatened. Don't look for problems where there are none.
