No, but HR does have a responsibility to ensure the place is run to code and employees are adhering to company policies and labour laws. Having an employee harass and tamper with other employee's food is a liability risk. If the complaint is worded in a way that draws attention to the matter in a way that it affects the company's assets and reputation, HR will be paying attention and taking action.
