No, the reason parents opt out of the vaccine is because of the number of reported cases of kids who were paralyzed or seriously injured after recieving the vaccine. For most parents, it has nothing to do with feeling like it would 'make' their kids have sex. It has to do with risk vs. benefit, and there are major risks for the HPV vaccine.
