To me, there's no argument. In the Peter Jackson trilogy, Sauron is a giant flaming eyeball on top of an approximately 5000ft tall tower. This eye can see through "cloud, earth, shadow and flesh", a quote from Saruman, himself (RIP Christopher Lee). There's no way they could just catch a ride straight there astride some MASSIVE eagles without being spotted and shot down before they even crossed the borders of Mordor. Edit: Bear in mind, I'm going of the Peter Jackson trilogy, not the books.
