Even if the government (local council maybe) claimed a property because of unpaid taxes (rates) and decided to sell there still needs to be a willing buyer. Bear in mind that govt will not invest money to repair/renovate a residential property like this before selling. So even if they did repossess it and attempt to sell it they need someone willing to buy in whatever (crappy) location/condition it's in. Lots of places are in areas where there are poor work prospects, "bad" neighbourhoods and little infrastructure so there aren't exactly people racing to snap them up.
