It's a fairly long topic to explain. Said shortly it's always a combination of using reference photos or some precise info (for example knowing that some object had this very specific color and tone), using color theory, and just experience. It's impossible to colorize a photo 100% accurately even without reference, but it is possible to get fairly close with an educated guess.
