Deborah & Marion, I agree they are not low maintenance dogs, but they are good fit for small to medium size apartment. My friend has one and his apartment size is 200-266 sq yard. And timely exercise with a good walk & a healthy food is something keeping them fit and energetic. Thanks for sharing your view.
Marion, they definitely need a fresh air and good amount of activity and exercise to drain their energy. But, trust me they are good fir for a small apartments.

I would die if I had a Lhasa Apso.
I know they are mellow but they do love company x
