No. Absolutely not. NO NO NO. Religion is an important part of culture. You're just going to decide that parents have to keep some of the most important parts of their life away from their child? In my religion, at age 13 one becomes an adult if they so choose. They study and they learn and they can decide "This isn't for me" but what you're proposing is ridiculous.
