NTA. They should not be using your machines without asking. That is really odd to me that you would have hookups in a community space but have to provide your own machines. I would have padlocks installed on my machines and keep them locked at all times. You can get appliance locks that have a key and would keep your neighbors from using your machines. Added bonus is that if your clothes are locked in there, no one can move them.
