I think your boyfriend making them take their clothes out in the middle of a wash cycle is a bit petty. Only because they're new to the building, so I'd give them some leeway. But them using your washer/dryer after they were told of the rules, that's inconsiderate. I'm going with NTA, but I do have a couple questions. Is their washer next to yours? Because if so, I'd understand the mix up. Have you spoken to them since then?
